Liverpool skipper Henderson has become an unofficial spokesman for stars, talking articulately about their charity drives.
He has worked with Man City hero Sterling on anti-discrimination initiatives.
PM Boris Johnson is said to have signed off their awards.
A Whitehall source said: “This is great news on the eve of the Euros.
“Raheem and Jordan have been role models in the truest sense in the past few years.
“They’ve stood up and been counted, placing themselves in the firing line for what they believe in.
“Together with Marcus Rashford, they’ve proved there is a different side to a lot of footballers.
